What is the best PDF viewer for Windows for annotating PDF files?

From my personal experience, one of the best apps designed for PDF management is Markup by Kdan Mobile. It works well on all devices and platforms, and can comply with needs of an academic scholar with ease. Due to full integration with Dropbox, OneDrive, GoogleDrive, Everonte, etc. you can transfer and store you files without any hassle. Also, if you sign up for Kdan Creative Cloud, you can get support to transfer files in background; send file links via emails or personal accounts through social media platforms, and upload, view, and manage files directly from your browser. With Markup, you can annotate PDFs with both highlights and freehand writing; add sticky notes, text boxes or different drawings like arrows or circles. Markup allows you to insert images and hyperlinks into your PDFs, and if you want to create an interactive document, you can add video and audio files. Among other useful features of the app, there’s a tool that lets you to extract annotations from PDFs and save them to “My markups” folder. On top of this, the app creates a BOTA list, which displays a summary of all annotations to the PDF file. Overall, Markup is a good tool to help you view and annotate your PDFs while keeping them organized and secure. Disclaimer. I am part of Kdan’s team and my answers might be a bit biased.
